Monthly Climatic Bulletin

The Climate Monthly Bulletin prepared by the Department of Meteorology of IGEO aims to provide scientific information on the meteorological situation of each month, immediately after its completion, as well as in the climatic context, to provide estimates on climate change and the tendency of in Albania. The Bulletin will contain:

A synoptic assessment and some key features from the meteorological point of view that characterize the analyzed month.
Meteorological data which, after being checked, digitized, verified and processed according to the scientific technical standards of WMO, referred to a set of National Meteorological Monitoring Systems, mainly for air temperature, atmospheric precipitation, etc.; will be reflected in the form of charts, maps, etc., in order to give an estimate and clear idea of the time and space distribution for the territory of our country.
Comparison with the rate values referring to the period 1961-1990 or other periods of time will enable the conclusion to be made of how the various climatic elements are moving in the perspective of climate change for Albania.
Based on the information and scientific climate assessment products from the world's most recognized scientific professional centers with which our institution has cooperative relationships, are provided estimates for the medium and long term forecast of the expected situations for the coming months following the date of each bulletin broadcast.
The last columns of this bulletin relate to the coverage of various information related to scientific achievements in the field of meteorology or the climate in particular, not only in our country, special events such as "International Meteorological Day", results of scientific research work or different subjects realized by students under the scientific leadership of the department.

Certain scientific areas relevant to the assessment of Climate as a national asset and in the function of certain meteorological situations or evidenced events will be a concluding part of this bulletin, intertwined with considerations on the effectiveness of the use of meteorological information and climate to have a sustainable and progressive development of our country's economy to ensure better welfare for the people or minimize the consequences of extreme weather events.

Based on the professional experience and the long experience in the field of meteorology and climate we think this scientific bulletin will help many users of different fields of economy, researchers, decision-making at various levels, students, as well as media and public information on the whole, to know on a scientific basis what is happening to the climate in Albania and how it is expected in the coming months or years.

The editorial board of the "Monthly Climate Bulletin"

The board consists of a group of domestic or foreign researchers of the professor category or have at least the scientific degree of a doctor ("PHD"), who cooperate with each other for each publication or scientific article included in it, in cases where there are such; analyze, judge, evaluate and approve the next newsletter for final publication.

Board members are occasionally, but not less than every 6 months, renewed with new members when deemed reasonable, who cover areas related to the nature of the newsletter and of course have the willingness to contribute.

The board is approved by the director of IGEO - Prof. Ylber MUCEKU.

External Reviewers: generally selected local (outside the institution) or foreign personalities who have work experience in the scientific field covered by the bulletin and are suggested by experts in the field.

The Monthly Climatic Bulletin is a scientific work based on the processing and periodic analysis of authentic data obtained from the National Meteorological Monitoring System of Albania. This system enables the meteorological monitoring of the country through a series of meteorological measurement sites, which have been set up, operate, and apply all technical and scientific norms of OBM. They are also checked and certified from time to time through routine checks as well as calibrated using the relevant equipment of the professional field such as Vaisala model PTB33OTS. Every month, this scientific analysis highlights not only the features of the month's weather but is further analyzed and conclusions drawn regarding deviations or changes compared to the values of the climatic norm, trends that present certain meteorological elements, etc. The final products are presented in the form of tables, graphs, and maps using contemporary techniques and methodologies as well as Geographical Information Systems (GIS). Also, the use of professional resources from international centers in the field of meteorology, or those from satellites, enables a double control and a higher level of reliability in the final assessments and the scientific analysis that is made of the progress of the weather month by month and the climate as a whole, not only in the territory of our country but also wider. Since this publication has a wide use and practical nature, its users have, in addition to basic information about atmospheric precipitation and air temperatures, also several sections dedicated to agrometeorology, the potential of renewable energies, solar radiation, wind, biomass, extreme weather events, etc.

Scientific Articles.

From time to time, scientific articles are accepted for publication in the "Monthly Climate Bulletin" by local or foreign researchers, as well as, of course, by colleagues of the Department of Meteorology or IGEO and UPT themselves, who deal with issues related to what has intended forward this scientific bulletin to users. Undoubtedly, these articles should be related to the field of meteorology, climate, renewable energies, extreme weather events, or the application of meteorological knowledge in various sectors of the country's economy, such as agriculture (agrometeorology), construction, energy, air transport, road and maritime, civil defense, national security, tourism, media, etc.
Articles must be either in Albanian or in English and must be accompanied by an abstract in both languages. Abstracts should be no more than 150 to 300 words.
Articles must be written in A4 format in Word and in "Times New Roman" 12 font, respecting a structure that includes, in addition to abstracts, the introduction, methodology, treatment of the problem, conclusions, and the literature used. Articles are preferably 4 to 6 pages.
Articles must have at least one author with scientific degrees. When there are articles with co-authors outside the institution, it is advisable to maintain a ratio of no higher than 2/3 between those internal and those outside the institution.
Scientific articles must be sent for publication 4 to 6 weeks before the publication of the next issue of the respective bulletin.
In general, in principle, it should be said that the criteria for scientific articles are suggested and applied to those that are used in similar publications of the Academy of Sciences of the Republic of Albania.

Plagiarism. - All participants in the realization of this scientific bulletin make the maximum efforts, that when authors are quoted or other data is used, the sources of information are noted when they are used for illustration in this bulletin. Mainly, they are used as a second confirming element through their citation, placement of the logo, or abbreviated name of the relevant institution, either in pictures or in the accompanying text in pictures, tables, maps, etc. Also, the editorial board is very careful to check and not allow plagiarism. However, since this product is based on authentic data that comes from the SKMM of our country and has not been used before by others, it minimizes the possibility of plagiarism.

Since this is a product in electronic form "PDF format", the working group anyway when looking at or receiving certain information or suggestions that it needs language corrections, additions, or other corrections that may have passed, from time to time makes an update of the final version published online.

Also, through valid systems on the Internet, tests are periodically performed to verify the possibility of plagiarism.
